So far no one has been punished for the use of a drone without a license
If you want to use drone for commercial purposes, you will need a license. And yes, since the Federal Civil Aviation Administration introduced this rule in 2016, only one person was in trouble because of the lack of such a license. And in his case, the situation was resolved peacefully.
According to the data received by analysts from MarketWatch, for the entire existence of the requirement, there were only 4 cases related to licenses. Only one of them concerned the management of commercial drones without a license, and the pilot was released without penalty, confining himself to a warning.
The pilot from the mentioned story, Jeffrey Slentz, launched his drone DJI Phantom 3 over the Kaufman stadium in Missouri. This happened just a couple of days after the introduction of compulsory licensing. Slenz shot material for his video, but eventually was detained by police officers as soon as his drone landed. However, instead of punishment, he was simply handed a warning letter, in which he was recommended to obtain a license.
A spokesman for the Federal Office said that they "strongly recommend that this requirement be met and that they plan to significantly increase control over such situations and pilots who deliberately violate these rules will have to pay up to $ 30,000. He also said that although control over the perceived violators will be toughened, the main goal is to provide the pilots with all the necessary information and teach them to follow the rules. Here it is worth noting that many refuse to receive a license, because to pass tests FAA - in fact, a huge headache.
Flo Minton, a photographer from Florida, who received permission to pilot drones, notes:
It is annoying that other owners of drones are running them without a license, and I do not have any advantages over them. I had to overcome many problems to pass their test and get a license - including paying for the training and the very possibility of passing the test, - and I had to study for several weeks. 
The record itself for the test will cost the pilot $ 150. To get a license, you need to get 70% of the correct answers out of 60 questions.
It is important to note that a license is not required by every owner of the drones. It is only about people using drones for commercial purposes. This includes photographers, video bloggers, farmers who use them to spray fertilizers and pilots who use drones to deliver goods. Those who run drones for fun, this rule goes around. Nevertheless, even the smallest drones, regardless of who pilots them, are subject to registration.
